To justify its military operations in Syria, Turkey has referred to self-defense and counterterrorism, and vaguely invoked humanitarian intervention and responsibility to protect civilians. In Libya, however, Turkey invoked UN resolutions and bilateral security agreements for its operations.

As its troop deployments in Syria and Libya are constituting an intervention into domestic jurisdiction, Turkey needed to show that it is complying with the international laws as well as setting out the rationale for its military operations in those countries.

Dışişleri Bakanlığı personel sayısı bakımından en büyük kurumlar arasında değil. 9 Şubat 2019 tarihli Dışişleri Bakanlığı açıklamasında Doğu Türkistan'daki Uygurların maruz kaldıkları baskılar konusunda Çin yönetimine ağır eleştiriler getiriliyordu. Açıklamanın başlangıcında, insan hakkı ihallalerinin son iki yılda ağırlaştığı vurgulanıyor, Çin yönetimi, Uygurların ve diğer Müslüman toplulukların etnik, dini ve kültürel kimliklerinin tasfiye etmekle suçlanıyordu.

His electoral victory in May 2023 gave President Erdoğan five more years to further consolidate his power, eviscerate institutions, fill the bureaucracy with yes-men and expand his corruption network. This report aims to reveal and analyze the criminal acts and/or omissions of the Turkish authorities against individuals alleged to be affiliated with, connected to, or members of the Gülen Group in the context of violations of the right to property as crimes against humanity.

Most of the Russian propaganda in Turkey is not overtly conducted by Russian state-affiliated media outlets. Eurasianists in Turkey carry out the Kremlin’s bidding to influence Turkish public opinion in favor of Russian war efforts. They blame the West, specifically NATO and the US, for instigating the war in Ukraine and causing regional instability. They also attack Turkey's political opposition for their milder views on NATO and the US and recommend that the Turkish government prioritize its relations with Russia.

This report aims to elicit and analyze the outrageous acts and/or omissions of the Turkish authorities against individuals –whom they claim are affiliated with, connected to, or members of the Gülen Group– within the legal purview of crime against humanity.
